Under general supervision, the Communications Specialist plans, develops, and implements a wide range of internal and external communication initiatives.

DISTINGUISHING CHARACTERISTICS

This position supports the day-to-day operations of the Administration Department and requires knowledge of the District’s policies and procedures. Assignments may vary and may encompass a variety of tasks, including creating digital and print content, managing public information and media outreach, producing visual and written collateral, and supporting public education and community engagement. This position plays a key role in ensuring consistent, strategic messaging that supports the mission and goals of the agency.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Develop, design, write, and distribute communications materials such as brochures, newsletters, flyers, reports, fact sheets, and presentations.
  • Create content for and manage social media platforms, including Facebook, Twitter, Instagram, LinkedIn, and YouTube; monitor engagement and analytics.
  • Develop and maintain website content, ensuring timely and relevant information is shared with the public.
  • Draft and distribute press releases, media advisories, talking points, and public statements.
  • Produce video content for public education and promotional purposes; conduct photography and maintain a media asset library.
  • Coordinate and manage outreach campaigns for public information, education, conservation, and customer service programs.
  • Represent the agency at public events, community meetings, and educational presentations at schools or civic organizations.
  • Collaborate with departments to support communications needs and advise on media strategy and messaging.
  • Assist with the planning, coordination, and promotion of agency events.
  • Monitor industry trends, news media, and best practices in public affairs and communications.
  • Manage relationships with vendors, media contacts, and community stakeholders.
  • Assist in grant application writing and reporting related to public outreach and education.

 

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the following is required to perform the essential duties of this classification.

  • Principles and practices of public relations, marketing, journalism, and strategic communications.
  • Social media platforms, digital marketing strategies, and analytics.
  • Graphic design, layout, and print production using tools such as Adobe Creative Suite.
  • Web content management systems and online communication tools.
  • Photography and videography principles and production software.
  • Public speaking and media relations techniques.
  • Applicable laws, codes, and regulations affecting public communications.
Ability to do the following is required to perform the essential duties of this classification.

EXPERIENCE AND EDUCATION

Any combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the required work (with reasonable accommodation, if needed) will be considered. A person with the following training and experience would typically qualify to compete in a selection process.

Experience

Minimum of two (2) years of progressively responsible experience in public affairs, communications, media relations, or a related field. Experience in a public agency, utility, or water industry is highly desirable.

Education

Bachelor’s degree in communications, journalism, public relations, marketing, or a related field. Associate’s degree with additional relevant experience may be considered.

License or Certificate

Must have and maintain a satisfactory driving record and be insurable by the District for the operation of District vehicles. Possession of a valid State of California driver's license of the required category, compliance with established District vehicle operation standards.

• Ability to type at least 40–45 WPM is preferred.
 • Certification in social media, Adobe Suite, or public information officer (PIO) training is a plus.

Have or obtain valid First Aid and CPR certificates within one year of hire.


EMPLOYMENT CONDITIONS

Employees of the District are, by State and Federal law, Disaster Service Workers. In the event of a declaration of emergency, any employee may be assigned activities that promote the protection of public health and safety or the preservation of lives and property, either at the District or within the local or their own community.

The working hours of the Communications Specialist will be traditional District office hours of 8:00 am to 5:00 pm; however, due to the nature of the position, the incumbent will be required to travel to different locations both locally and out-of-town, and will be required to participate in events that will likely take place before or after regular Agency hours, or on weekends.
