PUBLIC AFFAIRS SPECIALIST II

DEFINITION

Under general supervision, performs a variety of journey-level duties related to the development, preparation, and implementation of strategic internal and external communications, public information, and customer and community relations activities for purposes that include promoting citizen participation, educating stakeholders, and representing the agency's interests to the community, the media, local government agencies, and other groups; fosters relationships with and builds trust among key stakeholders to communicate and garner support for the agency's short-term and long-term goals; prepares public informational materials for dissemination through a variety of communications media, public meetings, and events; and performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

Public Affairs Specialist II is the full journey-level class in the public affairs class series. Incumbents within this class are distinguished from the Public Affairs Specialist I by the performance of the full range of duties as assigned, such as being responsible for planning, organizing, coordinating, and directing citizen participation, community and customer relations, employee communications, and/or media program(s), including representing agency policy and interests to community groups, various local governments, and other interest groups, to meet long-term agency goals. Incumbents at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is further distinguished from the Senior Public Affairs Specialist in that the latter is the advanced journey-level classification in the series responsible for directing, leading, and overseeing major public information programs, performs a greater variety and more complex communications, public information, community affairs and outreach, and/or media relations functions, and/or oversees a greater variety of programs.
