Are you passionate about shaping public policy and driving legislative change? The City of Upland is seeking a strategic and motivated Policy and Legislative Affairs Manager to lead our government relations efforts and advocate for policies that align with our mission and goals. The City is looking for a politically savvy Policy and Legislative Affairs Manager to lead its legislative and intergovernmental initiatives. This position plays a key role in shaping public policy, advocating for the City’s priorities, and fostering relationships with elected officials, government agencies, and community stakeholders.

Key Responsibilities:

  • Plan, manage, and evaluate the City's legislative and governmental affairs activities.
  • Analyze and monitor state and federal legislation and programs; assess their impact on City operations and policies.
  • Advise elected officials and senior staff with timely policy analysis, legislative updates, and strategic recommendations.
  • Represent the City in meetings with legislators, agencies, advocacy groups, and at public events.
  • Prepare and present reports, talking points, legislative summaries, and policy position papers.
  • Develop outreach materials including fact sheets, media content, and digital communications.
  • Coordinate interdepartmental efforts and external partnerships to advance City goals.
  • Assist with budget planning, funding strategies, and program implementation related to legislative initiatives.
  • Respond to public and media inquiries, and participate in evening/weekend events and meetings as needed.
  • Strong knowledge of legislative processes and governmental operations at the local, state, and federal levels.
  • Excellent skills in policy research, strategic communication, public relations, and stakeholder engagement.
  • Ability to build effective partnerships, influence policy outcomes, and represent the City with professionalism and diplomacy.

Qualification Guidelines:

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

  • Graduation from an accredited four-year college or university with a major in political science, public policy, public administration, business administration, or a closely related field.

Experience:

  • Five (5) years of progressively responsible experience in government and public affairs, or legislative analysis and outreach preferably in a public utility, including one year at a supervisory or lead level.

Salary

  • The annual salary range for this position is $135,192.29 - $172,543.43
