The Citrus Heights Water District (CHWD) is hiring a Public Affairs Analyst. 

THE POSITION
The individual hired into this role will focus on policy and funding for water programs, infrastructure, and water efficiency initiatives. This position plays a vital role in maximizing external funding, supporting legislative and regulatory advocacy, and contributing to CHWD's long-term strategic goals.

THE IDEAL CANDIDATE WILL:

  • Have proven grant writing success, ideally with public sector or utility-focused grants.
  • Have experience with policy research, legislative tracking, and impact analysis.
  • Possess the ability to manage multiple projects, meet deadlines, and coordinate across departments.
  • Be skilled in technical writing, including translating complex issues into clear messaging.

Salary and Benefits

The starting salary will be commensurate with experience, qualifications, and skills of the successful candidate.

Salary range is $91,062.40 - $122,990.40 annually.

This salary range is anticipated to be adjusted by 3% in January 2026, pending the CHWD Board of Directors' approval for the proposed Cost-of-Living-Adjustment (COLA). Additionally, effective in January 2026, the employer's match to the employee's 457 contribution is proposed to be adjusted up to 6%, pending Board approval.
