The Position
The Financial Specialist oversees and participates in all CVSan fiscal activities. The work involves the performance of financial processing, treasury, reporting, auditing, contract interpretation, and other day-to-day functions. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives and for furthering CVSan goals and objectives within policy and procedural guidelines.
The ideal candidate is a detail-oriented and analytical professional with a strong foundation in financial management and compliance in a public agency. They excel at ensuring accuracy and transparency in all financial operations. This individual demonstrates exceptional problem-solving skills, are highly organized and capable of juggling multiple priorities. Strong communication skills enable them to serve as a fiscal liaison with internal teams, external agencies, and community-based organizations, providing clear guidance and technical assistance. Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience:
Three (3) years of experience in maintaining financial records and preparing statements in a public agency setting.
Education:
Graduation from a four (4) year college or university with major course work in accounting, economics, business or public administration or a field related to the work.
Certifications and Licenses
Must possess or obtain Cardiopulmonary Resuscitation, AED, and First Aid certificates within a time period specified by CVSan.
Castro Valley Sanitary District
The Castro Valley Sanitary District (CVSan) is a small public agency organized under the Health and Safety Code of the State of California. As a California Special District, CVSan has responsibility for the operation and maintenance of the sanitary sewer collection system within the unincorporated community of Castro Valley. CVSan also is in charge of the administration of a refuse collection franchise, its 25% interest in a wastewater treatment facility, implementation and administration of State and locally mandated recycling programs, as well as the participation in sub-regional wastewater discharge and solid/hazardous waste management agencies.
