Public Communications Specialist

POSITION SUMMARY
Under the general direction of the General Manager, plans, coordinates, and implements internal and external communications and public outreach activities for the District. This position strengthens organizational transparency, supports public understanding of District services, and promotes consistent messaging aligned with the District’s identity as a responsible, knowledgeable, and science-based public agency.

Represents the District in a variety of community and utility industry outreach activities and public information/education programs.  Activities include planning, developing, implementing, and facilitating the District’s communications programs, community education, outreach activities, and oversight of the District website, social media, and other resources used to implement effective external communications strategies and messaging.  

The role develops communication materials, coordinates outreach initiatives, and assists leadership in maintaining a clear internal information flow. The position is expected to demonstrate awareness of and responsiveness to the local community context, including growth and development dynamics, infrastructure and environmental considerations, and expectations for public transparency.

The incumbent will contribute professional expertise to shaping communications strategy and long-term outreach planning and will serve as a public-facing representative for District initiatives.
